double parked causing traffic

cars along scout borromeo are always double parked along this road. causing traffic in and out to edsa. maybe you guys can do something about it since this road is an acess going in to the scout area and out to edsa. traffic along timog to edsa is already bad and this is an alternative route but apparently vehicle owners double parked don't care. Its a big parking lot especially at night and early morning.
